I couldn't find any documentation on that specific scope, and actually I have the feeling that pingback is strictly used for blog posts. It doesn't even work in blog comments (in Wordpress) for example.

the idea would be to have a pingable profile/identity page with a standard URL that any app could pingback to when a) the page owner creates any content on the web b) the page owner's cited

How are you thinking -- ping the URL and have that endpoint then scrape the URI it is pinged from for the content?

That makes a fair amount of sense if one didn't want an API where the actual activity feed content was sent -- send the URL and leave it to the user's sihe he extract the data

It does mostly require that the activity data on the sending site be publicly accessible -- OAuth doesn't quite fit this scenario
